The court had the power to grant the wide range of reliefs under the Public Contracts Regulations 2006 reg.47(6) and reg.47(8) to a successful plaintiff who had suffered loss and damage as a result of a breach of duty under reg.47(1) by the Department of Finance and Personnel in relation to a Framework Agreement. Regulation 47(9) only limited the remedy to an award of damages where the court was dealing with a breach in relation to the contracts awarded under the Framework Agreement.
