Matthew Happold has been appointed as Puisne Judge of the Supreme Court in Gibraltar.
The appointment, for a fixed term of three years, starts on 1 August 2024. Matthew joins former Door Tenant John Restano in Gibraltar’s Supreme Court. The Supreme Court of Gibraltar is composed of four judges, the Chief Justice and a further three puisne judges appointed by the Governor. The judicial system of Gibraltar is based entirely on the English system, except for minor modifications that are required because of its peculiarities.
Matthew Happold commented on his appointment, “I did pupillage at what is now 3 Hare Court more years ago than I can count; I was a door tenant for over a decade and have been a full tenant the past few years. So, although this is a very exciting time for me, I do leave Chambers with some regret, and I thank my colleagues who have supported me on my journey.”

Matthew is a Professor of Public International Law at the University of Luxembourg. Called to the Bar of England and Wales in 1995, he has combined a career in academia with legal practice. In 2018, he was appointed as a Recorder, sitting on the North Eastern Circuit on criminal and civil cases. Since 2014, Matthew has been a member of the Luxembourg Commission Consultative des droits de l’homme, Luxembourg’s national human rights institution.
