Municipal police officers brought a constitutional motion against the state in relation to its failure to make regulations regarding the governance of municipal police. The Privy Council held that they were entitled to a declaration that the state’s failure was a breach of their constitutional rights, and to damages for breach of those rights. The Privy Council gave guidance on the award of constitutional damages.
