Appeal against the refusal of leave to apply for judicial review, and the substantive review itself of the decision to withdraw the appointments of a new cohort of appointees to the Mauritian Health Service upon a change in the elected government. The issue at leave stage: was it a public or private law matter. At the substantive review the appellants challenged the rationality and procedural validity of the decision.
