There was no reasonable basis to conclude that, for purposes connected with protecting members of the public from the risk of terrorism, it was necessary to continue to impose a non-derogating control order on an individual, who had pleaded guilty, on a defined basis, to two offences of possessing a document containing information of a kind likely to be useful to a person committing or preparing an act of terrorism.
