The former Prime Minister of St Vincent and the Grenadines complained that the interim report of an inquiry into the failure of a government-backed construction project displayed apparent bias against him. The Privy Council held that the report contained such strongly worded allegations that a fair-minded and informed observer would conclude that there was areal possibility that its author had made up his mind, would not approach the remainder of the inquiry with an open mind, and would not produce an impartial final report.
