Whether, for the purposes of an interlocutory application for an anti-suit injunction, an insurer had shown a good arguable case that certain proceedings issued in Tunisia under the Tunisian Insurance Code were to be characterised as enforcing an obligation under an insurance contract and hence subject to an arbitration clause.
