Julia acts in a wide range of civil, commercial and public law matters, with a particular focus on international human rights and refugee law, and in civil matters incorporating an international element.

She graduated from Oxford University with a First Class degree in Law and French Law (including a Licence from Pantheon-Assas University) and then obtained an Mst with distinction in International Human Rights Law from Oxford University.

Julia has appeared as junior counsel in the Privy Council and Court of Appeal, and regularly appears as sole counsel in the County Court, High Court, Upper Tribunal and First-Tier Tribunal.

Julia is a member of the Equality and Human Rights Commission’s preferred panel of counsel.

Julia is willing to undertake cases pro bono where appropriate.

Expertise

Julia undertakes advisory, pleading and court work in commercial matters including contractual and company disputes.

Julia appears for claimants in the High Court, Upper Tribunal and FTT in judicial review claims (including challenges to certification, unlawful detention, and applications for interim relief) and immigration appeals (including refugee / humanitarian protection, deportation appeals and bail hearings).  She has a wide range of experience in matters raising claims under Article 2, 3 and 8 ECHR.

Julia has particular expertise regarding sexuality-based claims for protection, Iraqi claims, and appeals raising issues under the Dublin III Regulation.

Julia is a founding member of Refugee Legal Support-Athens, which sends experienced UK asylum practitioners to Greece to provide free legal support to asylum seekers (with a focus on family reunification under the Dublin III Regulation).  RLS-Athens won the Lexis Nexis Pro Bono Award 2018.

Julia is Assistant to Inspector Baroness Heather Hallett in the Iraq Fatality Investigations, which were established in response to the High Court’s May 2013 decision in R (Ali Zaki Mousa and others) v Secretary of State for Defence [2013] EWHC 1412 (Admin) to discharge the State’s obligations under art.2 ECHR. Before joining Chambers, Julia worked in the Department for Legal Affairs and Human Rights at the Parliamentary Assembly of the Council of Europe in Strasbourg and spent time as a Volunteer Attorney at the California Appellate Project, drafting the Habeas Corpus appeals of indigent defendants facing the death penalty in California, USA.

Kulykov and ors v Ukraine (App No. 5114/09) [2017] ECHR 69

Assisted the European Human Rights Advocacy Centre (EHRAC) bringing a case on behalf of 12 Ukrainian judges who had been dismissed from their posts. The ECtHR upheld their complaints that their dismissals constituted a breach of their rights to a fair trial (art.6 ECHR) and to respect for their private and family life (Art.8 ECHR);

August v The Queen (In the Court of Appeal of Belize Criminal Appeal No 22 of 2012)

Assisted local counsel (with James Guthrie QC and Rowan Pennington Benton) in successful appeal which found that the mandatory sentence of life imprisonment without parole was unconstitutional as a violation of s.6 (right to a fair hearing) and s.7 (prohibition on torture and inhuman or degrading treatment) of the Belize Constitution.

She is currently instructed in the Investigations into the death of Ahmed Jabbar Kareem Ali, concerning the existence of an alleged practice of ‘wetting’ by the British Army, and the deaths of Radhi Nama and Mousa Ali, concerning deaths of detainees at Camp Stephen in May 2003.

Julia has also represented bereaved families in inquests under The Coroner’s (Inquests) Rules 2013, including the family of a British woman who died following cosmetic surgery abroad.
